Our Attorneys

KATHERINE B. EDWARDS is the managing partner of Edwards & Floom, and has been in private practice for over 35 years specializing in natural gas and oil pipeline regulation before the FERC and federal appellate courts.  Ms. Edwards received a BA with honors from Randolph-Macon Woman’s College, a MA with honors from Memphis State University, and a JD from the University of Texas in Austin, where she was a member of the Texas Law Review.

Ms. Edwards has published numerous articles in energy trade publications, been a speaker at various energy conferences, and has been active in the Energy Bar Association and the American Bar Association.  Ms. Edwards was Chair of the Section of Public Utility, Communications and Transportation Law, of the American Bar Association, from 1999-2000.  Ms. Edwards  is a member of the District of Columbia Bar and the Virginia State Bar.

JOHN PAUL FLOOM is a Partner with Edwards & Floom, and has been in private practice since May 2001, specializing in natural gas and oil pipeline regulation before the FERC.  Prior to that, from November 1999 to May 2001, Mr. Floom clerked for three administrative law judges at the FERC. Mr. Floom received a BA with honors from the University of North Carolina – Chapel Hill, and a JD from Boston University School of Law.  Mr. Floom is a member of the Virginia State Bar and the District of Columbia Bar.​
ERICA L. RANCILIO is an associate with Edwards & Floom, and has been in private practice since June 2012.  Prior to that, Ms. Rancilio worked for the FERC in the Office of Administrative Litigation as a Trial Attorney from August 2008 until June 2012.  Ms. Rancilio received a BA, magna cum laude, from St. Louis University, and a JD from Tulane University School of Law.  Ms. Rancilio is a member of the New York State Bar.
